Texas Railroad Commissioner Wayne Christian announced the launch of the “Delivering Oil and Gas Efficiently (DOGE) Task Force” in a statement posted on the Railroad Commission of Texas (RRC) website recently. So what is about this Texas oil regulator?

DOGE is described in the statement as “a new internal initiative focused on improving processes, enhancing communication, and strengthening the Railroad Commission of Texas as a responsive, pro-business agency”. The statement noted that the DOGE initiative “is not about cutting personnel – it’s about cutting delays, confusion, and outdated systems”.

Abbott signs bills to boost Texas oil and fight Permian Basin theft

Governor Greg Abbott on Thursday signed into law a suite of bills. It is aiming to strengthen the state’s oil and gas industry and driving long-term economic development in the Permian Basin.

The ceremonial event was held at the Permian Basin Petroleum Museum. Abbott hailed the legislation as a turning point for both the energy sector and the West Texas region it powers.

“Today is a defining moment for the Permian Basin. The future of this region, and the future of Texas,” Abbott said. “We are bringing the full weight of the law to crack down on oil theft. In the Permian Basin, we protect the critical role energy development plays in fueling our economy.

The legislative package includes Senate Bills 494, 529, and 1806, House Bill 48, and a $123 million Beacon Budget Appropriation. Together, the measures focus on both crime prevention and economic expansion, with lawmakers and energy executives rallying behind the effort.

At the center of the anti-crime measures is Senate Bill 494, which establishes a petroleum product theft task force, and House Bill 48, which creates an organized oilfield theft prevention unit within the Texas Department of Public Safety. The goal: to combat the growing threat of organized criminal activity targeting oil pipelines and storage tanks — theft that state officials say has siphoned millions of dollars from the region.

Oil & gas jobs in Texas continued strong growth to close out 2023

Data released by the Texas Workforce Commission indicates that upstream oil and gas employment in Texas continues to grow. With the sector adding 31,00 jobs in December. In 2023, upstream oil and gas jobs saw significant increases. In hiring with the job count growing by 15,300 jobs for the year.

“2023 was an incredibly solid year for upstream oil and gas job growth, despite global economic uncertainties that have held back strong price signals, and the year finished with a continued upward push on job expansion,” said Todd Staples, president of the Texas Oil & Gas Association. “These jobs, along with the associated activity in local communities that generates tremendous growth opportunities. Benefit every part of Texas and continue to be the cornerstone of the Texas economy.”

Since the COVID-low point in September of 2020. Months of increase in upstream oil and gas employment in Texas have outnumbered months of decrease by 33 to 6. In that time, industry has added 54,700 Texas upstream jobs, an average growth of 1,403 jobs a month.

These jobs pay among the highest wages in Texas. With employers in oil and natural gas paying an average salary of approximately $124,000 in 2023.
